The Dublin school board opposed a
drug-testing program for middle and high school students involved in
extracurricular activities. Many students and parents argued against the
program, some stating the program would be unconstitutional. Dublin's trustee
Randy Shumway told the Contra Costa Times that the program "...focuses on the
symptoms, not the cause." The school board suggested introducing more drug and
alcohol education programs into the school system. Research studies show most
adolescent drug use occurs between the hours of 3 -6 PM. Extracurricular
activities, usually occurring after school hours, then provide an excellent
deterrent for teen drug use. Drug testing for these activities may push those
